OVERVIEW
The online Permit Service is available for you to use 24 hours per day, 7 days a week. The service offers a fast & convenient way for you to apply permits in Indianapolis.
The data which you submit will be sent directly to the permits division for processing. Applications submitted via CivicNet will benefit from prioritized processing by the division staff.
CONFIRMATION
After completing and submitting your Permit Application, you will be immediately notified that your Application was received by the Division of Compliance and is in queue for processing. This confirmation does not indicate that your Permit is approved, it means only that it has been successfully received by the agency.
APPROVAL
Within 15 minutes of receiving approval, you will receive an email notice. You may then print your official permit directly from the Website. The notification will be emailed to the address you listed on your permit application. The online permit may be posted at your jobsite and used for inspection purposes. You will not receive an approved permit via US Mail.

PRE-APPROVAL: SIGNATURE AND INDEMNITY AGREEMENT
For licensed general contractors and craftsmen: In order to submit online permit applications, you must have both a subscription to CivicNet which provides usernames/passwords plus the pre-approval of the Indianapolis Division of Compliance.
The Division of Compliance enforces certain policies regarding User Agreements and Indemnity Agreements for all permit customers. In order to use the online permit submittal service, you must submit a User or Indemnity Agreement to the permit division for pre-approval.
Once approved, the Division of Compliance will notify CivicNet to upgrade your CivicNet username/password to also include permit submittals. CivicNet will then notify you by telephone when your username/password has been upgraded.
This Signature & Indemnity Approval Process should typically be completed within 3 days.
You will only need to follow these pre-approval steps one time. Once your CivicNet username/password is upgraded, you will be able to use the application submittal service as often as you like.
Property Owners, who will not be hiring a contractor, may apply for a structural remodel or renovation permit without the CivicNet subscription requirement. This does not cover new structures and additions, electrical, plumbing or heating and air conditioning permits.
FEES
Because the fees for permits may vary, it is not possible to provide an accurate fee amount during the application submittal process. However, the fee assessed will be provided on your Approved Permit. There is an additional $4.00 fee assessed for permit applications submitted via CivicNet for right-of-way, electrical, heating and cooling, plumbing, structural and sewer permits while master permits has an additional $11 fee.
For subscription account users, as with other CivicNet services, your account will be invoiced at the end of the month for the total amount of all transactions. You may review a detailed account balance anytime by visiting your Manage Your Account site located at: http://www.civicnet.net/utils/
Property Owners will submit permit payment via a credit card.
CLIENT ID
Client ID is an optional field created to assist you with accounting and managerial reporting functions. Before submitting a search request, you can input a customer name, account number, department name, account executive, or etc. into the Client ID area. After submitting your search request, your online billing summary will provide not only a total of any fees you have incurred, but also provide sub-totals per Client ID. Client ID sub-totals are available only on the online billing summary. They are not provided on other invoicing statements.
This area is provided only as an aid to you. The Client ID will not appear on any records, licenses etc. that are a result of your search.
