Overview

The Property Report Service combines data from the individual Township Assessors, Marion County Auditors Office, and Marion County Treasurers Office into a single,  comprehensive information system.

Currently, the online service only displays real property (real estate).  It does not include other property such as mobile home, boat, etc.  Other property types will be integrated into the Property Information System in the near future.

You may search for Property Reports using a variety of methods.  After submitting your search criteria, the service will produce a list of all possible entries that exactly match your search criteria.

From this list, you may select the appropriate Report Detail to view.  You may also select a Parcel History or Owner History to view.

Report Detail includes information such as owner, address, legal description, assessed value, taxes, special assessments, payment information, and prior years' records.  Data available for prior years does not include payment histories.

Owner History is a list of all former owners of the parcel and the year of ownership.  The list does not include the current owner.  Current owner information is available as a result of a property search and is also included in the Report Detail.

Parcel History is a list of all former parcels from which a specific parcel was derived.
 

Availability

Unlike other CivicNet services, Property Reports are not available 24 hours/day.  Because of the processing capacity needed to conduct the nightly updates, the online service is available during the following hours only:  Monday-Friday 2:00am-10:00pm.
 

Database Timeframe

The Property Information System reflects information commencing with the 1994 payable 1995 assessment.  In 1995 (payable in 1996), there was a general reassessment that may reflect widely divergent assessment values from the prior year.

Property is assessed as of March 1 each year.

The assessed value may differ between years due to improvements or changes made to the property during the year or due to appeal determinations.
 

Updates

The information supplied is in "real time".  In other words, the online service will retrieve exactly what is available in the Indianapolis/Marion County Governments database at that moment based upon your search criteria.

Reports that have not yet been entered into the database, will not yet be available online.  Additionally, Township Assessor data is updated only one time per day (10:00pm-2:00am weekdays).
 

Fees

There is no charge to conduct a search.

There is a $3.00 fee for each specific Property Report Detail you select to view.   Within the Property Report Detail Section, you may also research Parcels Reports from prior years.  There is no additional fee to search and view data from prior years.

There is a $1.00 fee for each Parcel History you select to view.

There is a $1.00 fee for each Owner History you select to view.
 

Client ID

Client ID is an optional field created to assist you with accounting and managerial reporting functions. Before submitting a search request, you can input a customer name, account number, department name, account executive, or etc. into the Client ID area.

After submitting your search request, your online billing summary will provide not only a total of any fees you have incurred, but also provide sub-totals per Client ID. Client ID sub-totals are available only on the online billing summary. They are not provided on other invoicing statements.

 This area is provided only as an aid to you. The Client ID will not appear on any records, licenses etc. that are a result of your search.

NOTE:  Duplicate Reports Fee Waived

As with all other CivicNet services, there is no charge assessed for duplicate report requests made during the same billing cycle.  Billing cycles are based on calendar months.

In other words, if a customer accesses the same report multiple times during the same calendar month, using the exact same search criteria, there is no charge assessed for the duplicate requests.
 

Descriptions / Definitions

Appeal Codes

000:  The year the 133 appeal petition has been finalized (e.g. 97-000).

115:  Parcel has received a final appeal determination from the PTABOA.

118:  Parcel has received a final appeal determination from the State Board of Tax Commissioners.

133:  Factual appeal still pending.

130:  Appeal to the PTABOA (Property Tax Assessment Board of Appeals); waiting on a
determination from the PTABOA.

131:  Parcel has been appealed to the State Board of Tax Commissioners and possibly waiting on their final determination.

134:  Parcel has been appealed to the State Tax Court.
 

Deed Date

Deed or Transfer Date is the date the transfer document was signed.

Deed Type

Deed Type indicates the type of document that caused the ownership transfer.  Refer to the Deed Type List.

File Date

The File Date is the date the transfer document was filed with the Marion County Auditor and/or Marion County Recorder.

The majority of dates will only reflect ownership back to 3/1/79 or 2/1/80. Some records and information from various townships may reflect dates prior to this.

Keycode

The Keycode is used differently by each township.  It may tie the parcel number to mapping (i.e. the plat page/book number).

Legal Description

The Legal Description will either be shown as a Subdivision and Lot Number, or a Metes & Bounds (Acreage) description.  A Planned Unit Development (PUD) or Horizontal Property Regime (HPR) will also show a percent ownership of common area.

A subdivision may have multiple sections and block numbers.  If searching for a particular lot number, it may be necessary to know the section and/or block number.

Mortgage Instrument Number

Mortgage Instrument Numbers are entered by employees of the Marion County Auditors Office.  A current recorded mortgage must be in place for someone to receive a mortgage exemption for property tax purposes.  When mortgages are released, the exemption is removed.

Both mortgage recordings and releases are obtained from the Marion County Recorders Office.  The mortgage must be recorded by March 1st of a particular year and the exemption must be filed by May 10th for credit for that exemption to be given the following year.

The first 2 digits of the Mortgage Instrument Number indicate the year upon which the mortgage deduction is based.

Owner and Address

The owner(s) name on the first two(2) lines is duplicated.

The owner(s) name is listed Last Name first.  Multiple names are listed in order from the transfer (deed) document.

Current owners are listed, and if applicable, the percent or fraction owned.

The best available mailing address is displayed.  It is initially derived from the transfer document, and updated based on either an owner-requested change, or returned mail from the U.S. Postal Service.

Telephone numbers are not displayed or available.

Owner History

Owner History reflects previous owners, deed dates, and the types of transfer documents from 3/1/79 to the present.  The owner may have acquired the property prior to 3/1/79, but because of the initial installation of the mainframe system and data entry, 3/1/79 (which was also a reassessment year) was used as the base year/date for all ownership information.

Some property ownership may also reflect the ownership date as 2/1/80 (again, a default date used and may not necessarily reflect the date the owner took title).

Parcel History

Parcel History reflects the historical data, including action, date, and parent parcel:

1= Parcel was split
2= Parcel was combined

Parcel Number

The beginning digit of the Parcel Number reflects the particular township:

1 = Center Township
2 = Decatur Township
3 = Franklin Township
4 = Lawrence Township
5 = Perry Township
6 = Pike Township
7 = Warren Township
8 = Washington Township
9 = Wayne Township

The Parcel number is created by the Township Assessor based on Plat Cutouts, Deed Cutouts, Combinations, etc.

Parcel numbers are created in numerical order/sequence.

Property Assessment

Each Township Assessor is responsible for the assessment and related database update of the records for his/her particular township. Property throughout Marion County is assessed in the same manner using the State Board of Tax Commissioners 1995 Reassessment Manual (Reproduction Cost Basis).

The assessed value of similar or like properties may differ due to the subjective determinations of grade and condition of the improvements as well as land pricing (which is based primarily on market value).

Each Township Assessor is responsible for updating property ownership of the property record system for taxation purposes in their particular township.  The processing of ownership changes/updates and plat or deed cutouts may differ between townships (i.e., the turnaround time from date of receipt to actual changes reflected on the property record system) due to volume, individual office policy, and procedures.  Some ownership changes may not be reflected immediately due to problems with the transfer documents, i.e., incorrect name(s), and legal descriptions.

Property Location

The street address of the property is assigned by the Department of Metropolitan Development.  It may be different from the owner's mailing address.

Tax District

The Tax District is based on corporation lines or geographic boundaries.  Each tax district is an area within a township with a specific list of government services. The tax rate will reflect those services and will vary.

It does not necessarily reflect the School District.  Please contact the local school system for verification.

Use Code

Use Codes are based on designed or designated use and/or current use. It does not reflect zoning.

Refer to the Use Code List for a complete listing.  The following prefixes identify the property classification:

0 = Public Utility
1 = Agricultural
2 = Mineral
3 = Industrial
4 = Commercial
5 = Residential
6 = Exempt
7 = Non-tax
 

Search Tips

The service only retrieves records that exactly match your search criteria.   We recommend using as few search criteria as possible in order to maximize your chance of receiving a match to your request.

Search by Owner Name (Individual)

The name search produces a list of current property owners.  This list does not include names of previous property owners.

Although there may be multiple owner names associated with a Property Report, the service can only search based on the name of the first person listed on the Report.

If you do not receive a match using one owner's name, try searching by the second owner.  For example, if you search by a wife's name and do not obtain a match, try searching by the husband's name.

The service only retrieves records that exactly match your search criteria.  For example, if your search criteria is Joseph P Owner, the computer will search for all properties owned by Joseph P Owner.  If, however, Mr. Owners property is listed as being owned by Joseph Owner or Joe P Owner the computer will determine this is not a match and, therefore, not retrieve the record.

To maximize your chance of obtaining a match, you may search by last name only.  First name and middle initial are optional.

You may also search by last name and first letter of the first name.  For example, using the search criteria J Owner would result in matches for every person with the last name of Owner and first name beginning with J, such as Jane Owner, Jim Owner, Joe Owner etc.  From the resulting list, you could then select the appropriate record.

Search by Company Name

The search criteria are the same as above.  Please note that if the company name starts with The, A, or etc, the property owner may be listed starting with the second word in the name.  For example, The ABC Company, would probably be listed as ABC Company, The, or just as ABC Company.
 

Search by Address or Address Range

When searching by address or address range, include the street direction (i.e. N, S, E, and W) if applicable.   Due to database inconsistencies, some addresses require a street direction to be entered within the search criteria and some do not.  For example, if you try searching for 150 W Market and do not receive a match, try searching by just 150 Market.

Some Addresses may be abbreviated within the database.  For example, Fall Creek Parkway North Drive would be searched in the street name section as Fall Crk Pkwy N and Dr would be entered in the street suffix section).   If you do not receive a match to your query using your original search criteria, try abbreviating the address in a different manner.

As with other search methods, the service only retrieves records that exactly match your search criteria.  Due to database inconsistencies, you may find it necessary to try a different variation of the street address before identifying the appropriate parcel.
 

Search by Subdivision

As stated in the Legal Description, a subdivision may have multiple sections and block numbers.
